 CHAPTER I - NATURE AND OBJECTIVES OF PPGAN 

Art. 1 – The Postgraduate Program in Food and Nutrition of the Federal University of the State of Rio de Janeiro (UNIRIO), hereinafter referred to as PPGAN, offers postgraduate courses stricto sensu (academic master's and doctorate) whose objectives are:

§ 1 Produce and improve technical-scientific knowledge about the technological, nutritional and functional aspects of food, providing the qualification and training of masters and doctors capable of producing and developing science, technology and innovation;

§ 2 Produce and develop technical-scientific knowledge for innovation in the production of healthy and sustainable foods;

§ 3 Improve critical and intellectual capacity in order to train highly qualified professionals to work in research, teaching, extension in academic activities and technological innovation in the area of Food and Nutrition;

§ 4 Maintain qualified teaching staff, with comprehensive training and specialization within the area, encourage continuous teacher training, fundraising for project financing and the establishment of local, national and international partnerships, in order to favor innovation in teaching, research, social insertion and dissemination of the knowledge generated;

§ 5 To provide an academic-scientific environment for the formation of a critical mass comparable to the best centers in the world in the area.

Art. 2 – PPGAN has Master's and Ph.D. courses of academic modality, in accordance with the current norms of the Coordination for the Improvement of Higher Education Personnel (CAPES) and in line with UNIRIO's PDI.

Sole §. The elaboration of the Dissertation or Thesis will obey the established in norms regulated by the Committee of PPGAN.

Art. 3 - PPGAN offers a post-doctoral internship in compliance with the current regulations of the Federal University of the State of Rio de Janeiro (UNIRIO) and in line with the current legislation of funding agencies.

 CHAPTER II - LEGAL FOUNDATION  

Art. 4 - The PPGAN is governed by the terms of the legislation in force, the CAPES rules, the General Regulations of UNIRIO, the General Regulations for Graduate Studies stricto sensu of UNIRIO, of the Regulations of the Dean's Office of Graduate Studies, Research and Innovation (PROPGPI) and of the present Regulation.

TITLE II - ADMINISTRATION AND GENERAL ORGANIZATION OF PPGAN 

CHAPTER I - ADMINISTRATION 

 

Art. 5. The PPGAN has the Program Committee as its deliberative body and the Program Coordination as its executive body, with the support of its secretariat and specific commissions.

Art. 6. The PPGAN Committee is made up of all the teachers who are part of its faculty, the coordinators of the Program and Courses, as well as their respective substitutes, in addition to a student representative from each course in the Program that has been elected by their peers.

Sole § – The student representative will be elected by their peers for a period of 2 (two) years, with a single reappointment allowed.

Art. 7. The PPGAN Coordinator and his replacement, as well as the course coordinators and their replacements, are appointed by the PPGAN Committee and appointed by the Dean, by referral from PROPGPI/DPG, for a period of 4 (four) years, with the possibility of reappointment.

§ 1 - The PPGAN coordinator and his substitute must be elected by the members of the PPGAN Committee by roll-call vote;

§ 2 - The course coordinators and their substitutes will be appointed by the PPGAN Coordinator and ratified by the Program Committee;

§ 3 - The PPGAN coordinator and his eventual replacement, as well as the course coordinators and their replacements, must necessarily be part of the permanent body of the PPGAN and the UNIRIO staff.

§ 4 - The eventual substitute of the Coordinators of the Program and of the Ph.D. course will be the Coordinator of the Master's course; the eventual replacement of the Master's Course Coordinator will be the Program Coordinator.

In the event that the eventual replacement appointed above cannot take over, the committee will appoint a replacement.

In the event of a vacancy, at any time, the eventual replacement designated above will assume the Program Coordination until the end of the term.

§ 5 - In case of impediment or simultaneous vacancy of the Coordination and its substitute, at any time, there will be a new election of PPGAN Coordinator by the committee.

Art. 8. Specific commissions will be appointed by the PPGAN coordinator and ratified by the Committee.

Art. 9. The Selection, Resource and Scholarship Committees, related to the student selection process, are appointed by the PPGAN Committee, approved by PROPGPI and appointed by the Dean.

§ 1 The Selection Committee must be composed of 3 (three) to 5 (five) teachers of the Program in such a way that all research lines of the PPGAN are represented.

§ 2 The Resource Committee must be composed of 3 (three) teachers from the Program, excluding teachers who made up the Selection Committee.

§ 3 The Scholarship Committee must be composed of the Program Coordinator and at least 1 (one) representative of the faculty belonging to the permanent staff of the Program, elected by their peers, and by a student representative, as determined by CAPES.

§ 4 To compose the Scholarship Committee, the student representative must be regularly enrolled for at least 1 (one) year at the time of choice by their peers, respecting the current legislation.

§ 5 On an exceptional basis, teachers or researchers external to PPGAN or UNIRIO, coming from other Higher Education or Research Institutions, may integrate the Selection Committee, provided that the composition of at least 3 (three) teachers of PPGAN is respected.

Art. 10. The PPGAN Committee will meet regularly and extraordinarily

§ 1 - Ordinary meetings will be held periodically and convened by email by the PPGAN Coordinator, at least 3 (three) business days before they are held.

§ 2 - Extraordinary meetings will be convened by the PPGAN Coordinator or upon request of a simple majority of the committee members, with at least 48 (forty-eight) hours in advance.

§ 3 - The PPGAN Committee will operate, on first call, with at least 50% (fifty percent) of its members, and on second call, 15 (fifteen) minutes later, with 1/3 (one third) of its members, and by most of those present.

§ 4 - Only members of the Committee will have the right to speak and vote at meetings. In special cases, the Committee may invite external persons to report or provide information.

Art. 11. It is incumbent upon the PPGAN Committee to:

I. ratify the decisions of the specific Commissions created in the PPGAN;
II. approving the number of vacancies and the organization of the student selection process;
III. confirm the final result of the selection process;
IV. to resolve on the use of student credits and transfers;
V. appoint the PPGAN coordinator and his substitute, as well as ratify the appointment of the Course coordinators, and their substitutes, and the members of the commissions;
VI. approve the curricular structure of the PPGAN, as well as its amendments;
VII. to accredit, reaccredit and accredited teachers for the PPGAN based on the norms established by the General Regulations for Graduate Studies stricto sensu of UNIRIO and by this Regulation, respecting the guidelines of the Area Documents, and other related regulations;
VIII. to approve the extension of the deadline for the defense of the Dissertation or Thesis in accordance with these Regulations;
IX. appoint a teacher representing the PPGAN committee in the various representation instances;
X. ratify the composition of the Board of Examiners, in accordance with the criteria set out in this Regulation;
XI. decide on the modification of the PPGAN Regulation, the curricular structure and complementary norms;
XII. appreciate and approve the rules and distribution of scholarship proposed by the Scholarship Commission;
XIII. appreciate plans for the application of resources made available to the PPGAN by UNIRIO or by development agencies;
XIV. propose and approve agreements of interest for PPGAN activities, respecting the Institution's own procedures;
XV. the PPGAN Committee is the initial appeal instance for the coordinator's decisions within 10 (ten) working days.

 

Art. 12. It is incumbent upon the PPGAN coordinator:

I. To call and preside over the meetings of the committee;
II. represent PPGAN before CAPES and other funding bodies;

III.  be responsible for the set of information provided through the platforms of the MEC and the CAPES;

IV. coordinate the administrative activities of PPGAN;
V. respect, comply with and enforce the CAPES regulations, the decisions of the higher administration of the University and the PPGAN committee;
VI. participate in the transition period of the mandate of the PPGAN coordinator;
VII. encourage the submission of research projects of interest to PPGAN to funding agencies;
VIII. appoint PPGAN representative members for the composition of commissions, working groups and representations;
IX. decide ad referendum on behalf of the Committee in emergency situations.
Art. 13. The course coordinator is responsible for:
I. coordinate, supervise and guide the academic activities and support the administrative activities of the Course;
II. be responsible for providing data in UNIRIO's official internal management systems;
III. be responsible for offering the curricular components of the Course in UNIRIO's official internal management systems, according to the academic calendar;
IV. coordinate and register the enrollment and enrollment of students in the curricular components;
V. to supervise the updating of the menus, programs and bibliographies of the subjects of the Course.

 

Art. 14. The Secretariat is responsible for carrying out the administrative support activities of the PPGAN and direct academic control.

Art. 15. The PPGAN secretariat is responsible for:

I. to receive, distribute and control the processing of official correspondence and other documents, organizing them and keeping them up to date;
II. organize and keep the document file updated with collections of ordinances, resolutions, regulations, normative instructions, laws, decrees and other rules of interest to PPGAN;
III. organize the enrollment and registration processes of candidates and students;
IV. keep the documents related to the academic life of the enrolled students in an updated file from the candidate's enrollment until the student's withdrawal from the course;
V. keep the registration in the SIE of the faculty and students up to date;
VI. assist in the elaboration of the annual reports necessary for the evaluation of the PPGAN within the scope of the National Postgraduate System and forward them to the DPG, within the set forth on deadlines;
VII. to arrange the administrative procedures for carrying out the qualification and defense examination of the Dissertation or Thesis;
VIII. organize and forward documentation related to the defense of the Dissertation or Thesis;
IX. forward documentation for issuing diplomas;
X. deliver the academic transcript and the syllabus to the students;
XI. assist in rendering accounts of funding received by PPGAN projects;
XII. Secretary meetings of the Committee and other activities of the PPGAN, when necessary.

 

CHAPTER II - GENERAL ORGANIZATION

Art. 16. The following are mandatory requirements in the organization of the PPGAN:

I.entrance through a selection process, internal or external transfer, as well as through an international agreement

II. registration of students in the Course;

III. registration in a subjects, exclusively through the Student Portal;

IV. adoption of the credit system;

V. verification of school performance through knowledge assessment, expressed in grades ranging from 0 (zero) to 10 (ten);

VI. minimum attendance of 75% (seventy-five percent).

 CHAPTER III - CURRICULAR ORGANIZATION

Art. 17. The PPGAN is organized as a set of mandatory and optional subjects and research, innovation, teaching and extension activities that are organized around the specific objectives of the Research Lines and academic activities related to the concentration area “Food and Nutrition”.

Sole §. The teaching internship is carried out in accordance with CAPES, UNIRIO and specific regulations set forth by the committee, available on the PPGAN website. The list of undergraduate courses available for teaching internship is determined by the PPGAN Committee and made available on the PPGAN website. This list is established every four years. At the discretion of the committee, inclusions or exclusions may be made at any time. To validate the enrollment in the subject 'teaching internship', a subject of 3 credits with a workload of 45 hours, the student must submit to the PPGAN secretariat the form of acceptance of teaching internship supervision, signed by their advisor and supervisor, which is the teacher responsible for the undergraduate course (they may be the same person). The student's performance is evaluated by the supervisor and recorded through a report available on the PPGAN/UNIRIO website.

Art. 18. The PPGAN subjects are grouped into mandatory and optional:

I. compulsory subjects cover contents common to the PPGAN Research Lines and provide theoretical-methodological foundations for academic training and the development of research projects;
II. elective subjects are characterized by focusing on specific contents linked to Research Lines;

 

Art. 19. The use of credits for non-mandatory subjects will occur according to the possibilities below.

§ 1 - For the Ph.D. course, the use of up to 21 (twenty-one) credits in subjects taken at the PPGAN may be granted, provided that a master's student is regularly enrolled. In the case of credits taken in other PPGs or obtained as a special student duly enrolled in the PPGAN, the use of up to 15 (fifteen) credits will be allowed.

§ 2 - For the master's course, the use of up to 10 (ten) credits in subjects taken at PPGAN, as a duly registered special student. In case of credits made in other PPGs, up to 9 (nine) credits will be allowed.

§ 3º - The criteria for taking advantage of credits related to Dissertation or Thesis Cotutela will be governed by specific regulations.

§ 4 - Credits obtained in Postgraduate Courses can be used stricto sensu national or international, supported by conventions and cooperation agreements for student mobility, as long as they do not contradict the present Regulation and according to the parameters established by the regulations in force.

§ 5 - Subjects taken for a maximum of 2 years for the master's and 4 years for the doctorate will be used, from the request protocol at the secretariat.

 TITLE III - PPGAN FUNCTIONING

                                                    CHAPTER I - FACULTY                                                                

 

Section I - Its Constitution

 

Art. 20. The faculty of PPGAN consists of permanent teachers, visitors and collaborators, according to criteria defined by CAPES.

Art. 21. The accreditation and re-accreditation of teachers, preferably, must be valid for the CAPES evaluation period, and must be carried out by the PPGAN Accreditation and Re-accreditation Commission. The commission's recommendations must be approved by the PPGAN committee.

§ 1 - Accreditation may occur at any time, and it is up to the PPGAN Committee to establish in advance the criteria, availability of vacancies and the desired profile of the new accredited.

§ 2 - The accreditation request and supporting documentation must be formally forwarded to the PPGAN Coordinator, in accordance with the rules in force for this purpose and the specific public notice established by the Committee.

§ 3 - The  teacher's disqualification may occur at any time, in the event of non-compliance with these Regulations, approved by the Committee.

§ 4 - In the event of disqualification, the teacher must complete the guidelines in progress.

Art. 22. The accreditation and re-accreditation commission will be composed of 3 (three) to 5 (five) members, with at least one member of the Coordination, a permanent teacher of PPGAN and a teacher external to UNIRIO and who is not part of any of its PPGs .

Sole §. The Program must forward the list of the components of the accreditation committee to PROPGPI/DPG, which will forward it to the Dean´s office for the issuance of an Ordinance.

Art. 23. The accreditation and re-accreditation criteria for PPGAN permanent teachers will be established in a complementary rule by the PPGAN committee, for each exercise, taking into account the minimum criteria listed below:

I. present qualified bibliographic production compatible with what is recommended by the area;
II. teaching subjects regularly at PPGAN; 
III. guide students in the PPGAN respecting the amount recommended by the area.

§ 1 - For re-accreditation, after recommendation by the commission and approval by the committee, the coordination will issue a letter of invitation to teachers at least 30 days in advance before the end of the CAPES evaluation period. Interested parties must send a formal request for re-accreditation together with the requested documentation, if applicable, within a period of up to 30 days.

§ 2 - The teacher's de-accreditation will occur when the criteria established for re-accreditation are not met.

Art. 24. The PPGAN may have a maximum of 10% of the total permanent faculty with participation in up to 3 graduate programs recognized by CAPES.

Section II - Rights and Duties

 

Art. 25. The rights of teachers, in addition to those provided for in the General Regulations of UNIRIO:

  1. Participate in the Committee, in the manner provided by these Regulations;
  2. leave for internships, scientific events, as well as participate in other PPGs accredited by CAPES, inside or outside UNIRIO, in accordance with the current Resolutions of the University.

 

Art. 26. The duties of teachers, in addition to those provided for in the UNIRIO school statutes:

I. participate in PPGAN's academic and administrative activities;

II. to perform the functions of thesis and dissertation supervisor, in accordance with the provisions of these Regulations;

III. record the grades of the classes under its responsibility via the Teacher's Portal;

IV. participate in institutional research activities;

V. present the results of their research activities to the academic community;

VI. keep he/she curriculum updated on the Lattes Platform and on UNIRIO's Information Systems;

VII. inform the PPGAN coordinator of the teaching, research, innovation and extension activities developed, whenever requested;

VIII. comply with and enforce these Regulations and the General Regulations for Postgraduate Studies stricto sensu of the UNIRIO;

IX. participate in boards, commissions and chambers, as long as they are indicated by the committee;

X. respect the decisions of the committee.

 CHAPTER II - STUDENTS

 Section I - Its Constitution

 Art. 27. The PPGAN students is made up of students enrolled in the Master's or Ph.D. Course, classified as regular or special.

Section II - Regular students

 Art. 28. All students enrolled in accordance with the selection, transfer or through national or international agreements will be considered regular PPGAN students.

Sole §. Simultaneous registration in more than one Postgraduate Course is prohibited. stricto sensu at UNIRIO.

Art. 29. The rights of regular students, in addition to those provided for in the UNIRIO School Statutes, are:

I. count on the necessary offer of disciplines, in order to be able to meet the deadlines defined in this Regulation;
II. receive guidance consistent with he/she research project;
III. participate in the academic activities of the Course;
IV. have a representative elected by their peers, on the Program committee, on the Scholarship Committee, on the CCBS Council and on the Superior Councils of UNIRIO.

 

Art. 30. The duties of students, in addition to those provided for in the UNIRIO School Statutes:

I. participate profitably in all academic activities of the Course;
II. register, every six months, in courses offered, through the UNIRIO Student Portal, according to the academic calendar published annually;
III. attend at least 75% (seventy-five percent) in each subject in which they are enrolled;
IV. comply with the provisions of the regimental rules of UNIRIO and CAPES or other development agencies, when applicable;
V. comply with the decisions of the Committee.

 

Section III - Special Students

Art. 31. Special students are those enrolled only in isolated non-mandatory subjects. Registration in isolated subjects in the PPGAN is allowed upon approval in a specific public notice or in accordance with the specific rules of the PPGAN:

I    – to students regularly enrolled in PPGs from other institutions, provided that the student is officially referred by the Coordinator of his/her home Program;

II   – special students, not affiliated with the PPGAN, holders of a diploma or certificate of completion of Higher Education;

III   – to UNIRIO undergraduate students, who are scholarship holders or scientific initiation volunteers, as long as they are referred by advisors accredited in the PPGAN or similar PPGs, from UNIRIO.

§ 1 - Special students will not be granted the same institutional rights as regular students;

§ 2 - Special students will be entitled to a certificate of approval in subjects, issued by the Coordination;

§ 3 - The regularly enrolled student may take advantage of the credit(s) obtained in subjects taken as a special student as established in Art. 19 of this Regulation.

 TITLE IV - GRANTING OF MASTER AND Ph.D. DEGREES

Art. 32. To obtain the Master's Degree, the student must complete at least 30 (thirty) credits in disciplines, research activities, innovation, teaching or extension and be approved in the defense of the Thesis with the respective delivery of the final version of the manuscript.

§ 1 - The deadline for the payment of credits is up to 4 (four) semesters. The student who does not count the total credits in up to 4 (four) semesters may be disconnected from the Course, except in cases provided for by law.

§ 2 - The regular deadline for the defense is 4 (four) semesters, counting from the date of entry into the Course.

§ 3 - The deadline for defense of the Dissertation can be extended, at most, for another 1 (one) semester, by means of a justified request from the student, with the assent in writing of the advisor and approval by the committee.

§ 4 - The deadline for defense of the Dissertation may be brought forward, at most, by 1 (one) semester, provided that the student has fulfilled all the requirements and with the assent in writing of the advisor, and approval by the Committee.

Art. 33. To obtain the Ph.D.’s Degree, the student must complete at least 49 (forty-nine) credits in disciplines, research activities, innovation, teaching or extension, and be approved in the defense of the Thesis with the respective delivery of the final version of the manuscript.

§ 1- The deadline for payment of credits is up to 8 (eight) semesters. The student who does not count the credits in subjects in up to 8 (eight) semesters may be disconnected from the Course, except in cases provided for by law.

§ 2 - The regular deadline for the defense is 8 (eight) semesters, counting from the date of entry into the Course.

§ 3 - The deadline for the thesis defense can be extended, at most, for another 1 (one) semester, through a justified request from the student, with the favorable written opinion of the advisor, with the approval by the Program Committee.

§ 4 - The deadline for the thesis defense may be brought forward according to the rules defined by the PPGAN committee.

Art. 34. It is allowed the direct passage of the student from the Master's course to the Ph.D. Course, based on the established norms and when observed:

I. completion of at least 75% (seventy-five percent) of course credits;
II. request made by the advisor;
III. consent given by the Program Committee;
IV. appointment of a Commission approved by the committee, composed of at least 3 (three) PhD teachers, one of whom must be external to UNIRIO and PPGAN, the supervisor's participation being prohibited;
V. approval of the Commission's opinion by the Program Committee;
VI. acceptance of orientation for the Ph.D. Course;
VII. authorization to enter the Ph.D. by the Program committee.

§ 1 - For the purpose of the total term for the completion of the Course, the date of entry into the Master's will be considered as the initial date of the Ph.D.

§ 2 - The time of completion of the course and granting of scholarship, if any, will respect the designated from CAPES: 

§ 3 - Master's Defense is allowed, according to rules established for this purpose.

Art. 35. The PPGAN may grant a master's or Ph.D. degree under a Dissertation or Thesis Cotutela regime with other foreign Higher Education Institutions, thus leading to a double degree.

Sole §. The granting of a master's or doctor's degree under the Cotutela regime referred to in the caput

of this article is regulated by a specific service order of PROPGPI.

 TITLE V - SCHOOL AND DIDACTIC-SCIENTIFIC REGIME 

CHAPTER I - REGISTRATION, SELECTION AND ENTRANCE

Art. 36. The registration of candidates for the PPGAN Master's and Ph.D. Courses is carried out in accordance with what is established through a Student Selection Process Notice approved by the committee and published for this purpose.

§ 1 - Candidates for the selection process must submit an application for registration and related documents according to the public notice available on the PPGAN website.

§ 2 - The selection is made by the Selection Committee, whose composition is established in article 9 of this regulation.

Art. 37 – The selection process will be carried out in accordance with the public notice approved by the committee, using one or more selection criteria: approval of the documentation submitted by the candidate; evaluation of the research project; English test; proof of specific knowledge; oral test; curriculum evaluation. All tests will be prepared by the selection committee.

§ 1 - The candidate who obtains an average equal to or greater than 7.0 (seven) in the tests that make up the selection process will be considered approved.

§ 2 - Candidates will be ranked in descending order of the final average of the selection exam, within the limit of the number of vacancies offered.

§ 3 - The selection result must be approved by the PPGAN Committee.

Art. 38 – entrance to the PPGAN can be carried out in any academic semester, at the discretion of the Committee. Exceptionally, the committee may propose a student selection at any time.

Art. 39. In the event of a technical-scientific cooperation agreement or agreement, signed between UNIRIO and a national or foreign institution, or an international agreement for a Graduate Student Agreement (PEC-PG) of the Federal Government, the Program Committee will define the number of vacancies and procedures for entry.

§ 1 In the case of the PEC-PG, the selection of the candidate will be made in the country of origin under the terms established by the international agreement of the Federal Government.

§ 2 It is up to the PPGAN Coordination, with the consent of its committee, to issue the respective acceptance letters of the candidates, after hearing, when applicable, the International Relations Coordination (CRI) of UNIRIO.

Art. 40. According to the Postgraduate General Regulations stricto sensu of UNIRIO, the student selection notice must reserve, at least, 10% (ten percent) of the vacancies for technical-administrative servants of UNIRIO. In the event of non-fulfillment, these vacancies may be made available for other successful candidates.

Art. 41. entrance by transfer can only be carried out with the approval of the Committee, taking into account the compatibility of the disciplines, the use and the time available for completion of the Course.

                                       CHAPTER II - REGISTRATION IN PPGAN                                         

Art. 42 - In order to register in the PPGAN, the approved or transferred candidate must formalize their registration with the Course Secretariat, within the deadline set by the calendar.

Art. 43. In order to register, it is mandatory to present the following documents, in addition to others defined by the Selection Process Notice: the diploma or declaration of completion of Graduation accompanied by the official final Academic Transcript of the Course, not being mandatory the completion of a Master's Course for entry into a Ph.D. Course.

Sole §. Failure to register within the set deadline implies the candidate's withdrawal from enrolling in the PPGAN, losing all rights arising from the approval and classification in the selection process, and the next candidate in the list of approved and classified will be called in his place.

Art. 44. In the case of candidates approved in a selection process who have obtained the diploma in a foreign country, at the time of enrollment, it must be revalidated in the case of Undergraduate and recognized in the case of Postgraduate stricto sensu, based on current legislation.

                  CHAPTER III - REGISTRATION IN SUBJECTS AND WITHDRAWAL                 

Art. 45. The request for enrollment in disciplines is the responsibility of the students.

Sole §. The lack of enrollment in disciplines implies the withdrawal of the student from PPGAN.

Art. 46. Students who are regularly enrolled will be allowed to withdraw from one or more subjects, according to the current academic calendar or, except in a special case, at the discretion of the PPGAN Committee, provided that the payment deadlines of 24 (twenty-four) months can be the Master and 48 (forty-eight) months for the Doctorate.

Sole §. It is not allowed to lock the same subjects and/or academic activity more than once, except in exceptional cases provided for by current legislation.

Art. 47. It is allowed to suspend enrollment in the PPGAN for up to 1 (one) semester in the Master's and 1 (one) semester in the PhD, provided that the deadlines for payment can be met and that the suspension is accepted and justified by an opinion issued by the supervisor, approved by the committee.

§ 1 - Enrollment cancellation will be obligatorily included in the student's Academic Transcript with the mention "Total Withdrawal", accompanied by the academic period(s), being computed at the time for the completion of the Course.

§ 2 - The scholarship student, when requesting the suspension, will have his scholarship cancelled, except in the cases provided for in the current legislation.

§ 3 - The student who has already obtained a lock will not be able to apply for scholarships.

§ 4º - It will not be allowed to withdrawal registration  in the PPGAN in the 1st period.

Art. 48. A special academic regime will be ensured by means of a medical certificate presented to the PPGAN Coordination:

I. to the pregnant student, in accordance with current legislation;
II. to students in a physical condition that is incompatible with attendance at classes and scheduled activities, in accordance with current legislation.

§ 1 - The home exercises provided for in the special academic regime do not apply to subjects of an experimental or practical nature;

§ 2 - In these subjects, the practical activities must be carried out after the period of the special regime granted, within the maximum period of completion of the Course.

Art. 49 – After obtaining the credits and until the dissertation or thesis is defended, or when moving nationally or internationally, the student must enroll in a specific subjects to maintain the link with the PPGAN.

                                             CHAPTER IV - CANCELLATION                                                    

Art. 50. A student will be removed from the Course if:

I. not request enrollment in disciplines;
II. obtain more than 1 (one) failure in Master's or Ph.D. disciplines: either in different disciplines, that is, 1 (one) failure in subjects “A” added to 1 (one) failure in subjects “B”; or in the same subjects, that is, 1 (one) failure in subjects “A” added to 1 (one) failure in the same subject’s “A”.
III. exceeding the statutory deadline for the defense and delivery of the final version of the Dissertation or Thesis;
IV. not fulfilling the credits in subjects within the deadlines set forth in this Regulation;
V. infringing the General Regulations of UNIRIO, the General Regulations for Graduate Studies stricto sensu of UNIRIO and this Regulation.

 

Sole §. This termination must be approved by the Program Committee and notified to PROPGPI.

 CHAPTER V - GUIDANCE SYSTEM

Art. 51. Every student regularly enrolled in the PPGAN will be accompanied during this academic path by an advisor.

Sole §. After enrollment and by mutual agreement between student and teacher, an Advisor teacher will be chosen, within 30 days after the start of the 1st semester.

Art. 52. They are able to guide permanent teachers' dissertations or theses at PPGAN.

§ 1 - To choose the Advising teacher and, when applicable, the Co-advisor(s), the relationship between the candidate's object of study and the teachers' Research Line(s) must be considered.

§ 2 - At the supervisor's discretion, in common agreement with the supervisee, one or two PhDs to act as co-advisor(s) of Masters or Ph.D. degrees, whether or not they belong to the PPGAN, from inside or outside UNIRIO.

§ 3 - In case of academic mobility or sandwich internship, the supervisor of the destination Institution may act as a co-advisor, even if it exceeds the maximum number of co-supervisors stipulated above;

§ 4 - In the regime of co-tutorship or double degree of Ph.D. or Master's degree, both supervisors are called co-supervisors;

§ 5 - In Ph.D. supervision, by mutual agreement between the teachers, the supervisee may have more than one supervisor, without indicating a main supervisor.

Art. 53. The bond of commitment between the advisor(s) and, when applicable, the co-advisor(s) and the student will be formalized by a Term of Acceptance of Guidance, signed by the proponents and endorsed by the coordinator of the Program.

§ 1. The bond between advisor(s)/advise may be undone by the interest of one of the parties in accordance with the specific rules of the PPGAN, available on the Program's website.

§ 2 - The number of students that each Advising teacher will have under his/her supervision may be established by the Committee, without exceeding the limit recommended by CAPES.

Art. 54. It is incumbent upon the advisor(s):

I. assist the student in planning his or her academic program of study;
II. assist the student in choosing subjects at the time of each enrollment;
III. authorize the advisee to forward the Dissertation or Thesis project for approval by the Research Ethics Committee (CEP) of UNIRIO, and/or the Ethics Committee on the Use of Animals (CEUA) of UNIRIO;
IV. assist the student in the preparation of the Dissertation or Thesis project;
V. monitor and evaluate the performance of the student in academic activities;
VI. issue, at the request of the coordinator of the PPGAN, a prior opinion in processes initiated by the advisee for the consideration of the committee;
VII. propose to the committee the dismissal of the advisee who does not fulfill his previously planned academic program of studies, in accordance with these Regulations, assuring him ample defense;
VIII. to choose, in common agreement with the advisee, when necessary, a co-supervisor of the Dissertation or Thesis;
IX. accompany the student in the execution of the Dissertation or Thesis, in all its stages, providing the necessary subsidies and remaining available for consultations and discussions that are requested;
X. recommend the presentation or defense of the Dissertation or Thesis by the student;
XI. authorize the performance of assessments/examinations of curricular adaptation, and qualification, when applicable;
XII. provide an opinion on the performance of the student under his guidance to support decisions on awarding, renewing or canceling scholarships;
XIII. monitor the curricular adaptation of your advisee if it results from granting the benefit of studies;
XIV. participate in the level change procedure from he/she Master's student to the PhD;

XV. suggest names for the composition of the examining boards and accompany the preparation of the dissertation or thesis defense sessions;

XVI. attest to the fulfillment of the alterations required by the Dissertation or Final Thesis examining Committee in the delivery of the definitive copies, when applicable.

                                      CHAPTER VI - EVALUATION SYSTEM                                              

Art. 55. The credit is the unit of measurement of academic work and corresponds to 15 (fifteen) hours of class activities, seminars, theoretical research or guided study and 30 (thirty) hours of practical activities.

Art. 56. The performance evaluation will be represented by grades from 0 (zero) to 10 (ten), with one decimal place.

Sole §. The student who obtains a grade equal to or greater than 7.0 (seven), and a minimum attendance of 75% (seventy-five percent) in each curricular component, will be considered approved.

Art. 57. It is mandatory to carry out a qualifying exam in the Master's and PhD.

Sole §. The regulations referring to the Dissertation or Thesis qualification exam will be established by the committee and made available on the PPGAN website.

Art. 58. At the end of the Qualifying Exam, the student will be considered:

I. Passed or;

II. Failed.

§ 1 - If considered “Failed”, the student must correct the pending issues identified by the Examining Committee within the deadline and in accordance with the established rules;

§ 2 - The composition of the qualifying Examining Committee must be approved by the Committee.

§ 3 - The composition of the qualifying Examining Committee must be the same as the Defense of the Dissertation or Thesis. In the event of impossibility, the composition of the new panel must be duly justified to the Coordination before the scheduled date for the defense and approved by the committee.

                                       CHAPTER VII - DISSERTATION OR THESIS                                       

Art. 59. The format for the presentation of the Dissertation or Thesis manuscript must follow the specific rules established by the committee and available on the PPGAN website.

Art. 60. After payment of the credits and compliance with the other requirements provided for by the PPGAN committee, in this Regulation and in the General Regulations of the Graduate Program stricto sensu of UNIRIO, the student must forward the manuscript of the Master's Dissertation or Ph.D. Thesis to the secretariat for registration purposes and issuance of an official letter for forwarding to the Defense committee.

Sole §. For the submission of the Dissertation or Thesis to the Committee to be carried out by the secretariat as mentioned in the caput of this article, all documentation in digital format must be delivered at least 30 (thirty) days in advance of the Defense.

Art. 61. The defense of the Dissertation or Thesis will be carried out in public session, before an Examining Committee, whose composition must be approved by the PPGAN committee, according to criteria established by the Postgraduate General Regiment stricto sensu from UNIRIO. The presentation time of the Dissertation is from 30 (thirty) to 50 (fifty) minutes and the Thesis is from 40 (forty) to 60 (sixty) minutes. Each member of the panel may argue and comment whatever is necessary.

§ 1 - The Master's Examining Committee is composed of 3 (three) doctors, including the advisor who acts as president and at least 1 (one) external doctor to PPGAN and UNIRIO.

§ 2 - The Ph.D. Examining Committee is made up of 5 (five) doctors, including the Advisor who acts as president and at least 2 (two) doctors external to PPGAN and UNIRIO.

§ 3 - Both the Master's and Ph.D. Examining Committee will have 2 (two) substitutes, one internal and the other external to PPGAN and UNIRIO.

§ 4 - In the event of impediment of one of the members of the Examining Committee, the internal and external substitutes will necessarily replace the examiners of equal status.

§ 5 - For the purpose of composing the Examining Committee, Post-Doctoral Researchers linked to the PPGAN, teachers of UNIRIO, linked or not to PPGs of UNIRIO in the capacity of permanent, visitor or collaborator, or retirees of UNIRIO will be considered internal members.

§ 6- In cases where the Dissertation or Thesis results in a product subject to the registration of an intellectual property asset, a Closed Defense must be carried out in accordance with the guidelines established by the Directorate of Technological, Cultural and Social Innovation (DIT) of PROPGPI.

§ 7 - In the event of a Closed Defense, the Examining Committee will sign the confidentiality and secrecy term established by the PPGAN Committee, available on the website.

§ 8 - The possibility of Direct Thesis Defense will not be considered

Art. 62. For the judgment of the Dissertation or Thesis, one of the following mentions will be attributed:

I. Passed;
II. Failed.

 

Art. 63. After the defense, the student will have a period of up to 30 days to deliver the final copy of the Dissertation or Thesis, in digital version, approved by the Committee and advisor, at the PPGAN secretariat, together with the document “nothing on Record” from the Library of UNIRIO and the terms of authorization for electronic publication, as a condition for obtaining the title of master or doctor, as the case may be.

§ 1 - In case the student and advisor opt for the partial release of the Dissertation or Thesis, in the authorization term, the two digital versions (partial and full) must be sent to the PPGAN secretariat to be forwarded to the Central Library of UNIRIO.

§ 2 - The final digital version of the Dissertation or Thesis, according to the signed authorization term, will be made available on the PPGAN website and on the Sucupira Platform.

§ 3 - Failure to deliver the final version within the stipulated period will result in termination of the course, resulting in the loss of the right to request the diploma and title to which they would be entitled;

§ 4 - The specimens mentioned in caput of this article must be accompanied, obligatorily, by the catalog sheet provided by the UNIRIO library system and by the signatures of the members of the Examining Committee with the approval date;

§ 5 - In the case of a Closed Defense, the delivery of the final version is subject to the guidelines established by the PROPGPI DIT and the complementary regulations established by the PPGAN Committee.

TITLE VI - RESEARCH

Art. 64. PPGAN belongs to the area of Food Science with an area of concentration in Food and Nutrition.

Sole §. It is incumbent upon the PPGAN Committee to define the area of concentration and the lines of research to which the research groups and all the activities developed by teachers and students are linked.

 TITLE VII - FINANCIAL RESOURCES 

Art. 65. The financial resources necessary for the functioning of the PPGAN come from budgetary allocations from UNIRIO and from grants from funding agencies for Graduate Studies, Research and Innovation.

Art. 66. Other forms of financing are conditioned to the signing of agreements between UNIRIO and the financing agent, through an analysis of the merits of the Postgraduate Directorate and of the legal aspects by the Attorney General's Office and other instances that may be necessary.

TITLE VIII - FINAL PROVISIONS 

Art. 67. The policies and goals, and their respective procedures and instruments for the PPGAN self-assessment, will be established based on the work of the Standing Committee on Self-Assessment, formed by at least 3 members of the PPGAN Committee – 2 faculty representatives and 1 student representative. The Commission will take as a basis the guidelines of Area 25 (Food Science) of CAPES, to establish goals and problem solutions for the development of the Program.

Art. 68. With the exception of the rights emanating from the Copyright and Intellectual Property Law, the results of the Dissertation or Thesis will be the property of UNIRIO, and in its dissemination, whatever the means, it will be mandatory to mention the University, the advisor(s)( es) and the student.

§ 1 - In case the Dissertation or Thesis research has been carried out outside UNIRIO, with joint guidance from a teacher from UNIRIO and from another institution, both institutions will share the ownership of the results and the rights that the caput of this article.

§ 2 - Mention of the funding agency(ies) of the grant and/or research project is mandatory, both in the Dissertation or Thesis, and in any resulting publication.

Art. 69. These Regulations may be amended, in whole or in part, by means of a proposal from the PPGAN Committee forwarded to PROPGPI which, in accordance with the amendments, will forward them for evaluation and approval by CONSEPE, in compliance with the determinations of the CNE and MEC bodies.

Art. 70. Omissions will be resolved by the PPGAN Committee; the PPGAN Coordinator or Course Coordinators will act as the first instance.

Art. 71 - These Regulations will enter into force on the date of their publication, revoked the provisions to the contrary.
